  "text_summary": "A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.",
  "period": "1791 to present, still in force",
  "history": "For most of its life the clause was read through its militia preamble and left gun regulation to legislatures. District of Columbia v. Heller (26 June 2008, 5 to 4, Scalia) recognised an individual right unconnected to militia service and struck DC's handgun ban; McDonald v. Chicago (2010) extended it against the states. NYSRPA v. Bruen (23 June 2022, 6 to 3, Thomas) added a right to carry in public and a 'historical tradition' test that has since unsettled hundreds of gun laws; United States v. Rahimi (2024) softened the test slightly. CDC counts more than 48,000 firearm deaths in 2022 (about 132 a day) and 44,447 in 2024, 62% of them suicides; the 2023 rate of 13.2 per 100,000 is far above any other high-income democracy.",
  "assessment": {
    "verdict": "critical",
    "reasoning": "A 27-word clause with an ambiguous preamble has become, via judicial reinterpretation two centuries later, a near-absolute barrier to firearm regulation in the one wealthy country with a mass firearm death toll. Whether the text itself or US policy and gun culture drives the deaths is disputed, and so is Heller's originalist reading (four dissenters called it 'strained'); what is not disputed is that the provision now removes the question from ordinary politics."
  },
  "lesson": "Do not constitutionalise a specific weapon right; if arms are mentioned at all, tie the clause to regulation by law and public safety so courts cannot later expand it into an unamendable veto on legislation.",
