  "text_summary": "The Bundestag may withdraw confidence from the Chancellor only by electing a successor with an absolute majority. Parliament cannot create a vacuum; it can only replace.",
  "period": "1949 to present, still in force",
  "history": "The clause reverses Weimar's Art. 54. It has been tried twice: on 27 April 1972 Rainer Barzel got 247 votes against Willy Brandt, two short of the 249 needed; on 1 October 1982 Helmut Kohl replaced Helmut Schmidt with 256 votes. No German government has ever fallen without a successor already in place, and the average chancellorship has run over eight years. Spain (1978), Hungary (1989), Poland (1997), Belgium, Slovenia and Israel (2001) copied the mechanism. The companion 5% threshold, upheld by the Constitutional Court since 1952, kept parliament to two to six parties; the Court ruled on 30 July 2024 that the 2023 electoral reform's threshold without a basic-mandate exception violated equality, and in February 2025 the BSW missed entry at 4.98%.",

    "verdict": "worked",
    "reasoning": "Two attempts in 76 years and unbroken executive continuity is the intended result. The trade-off is that a chancellor who has lost a majority but faces a divided opposition can linger (Schmidt 1982, Scholz late 2024 used the Art. 68 route to force an election instead), and the threshold excludes several million votes at each election; scholars debate whether 5% is still proportionate in a seven-party landscape."
  },
  "lesson": "Let parliament remove a government only by electing its replacement, and pair that with an electoral rule that keeps coalitions formable.",
