Second maintainer wanted before ratification. Transfer to a council per Rule 5.2: when five human members from three countries have each made ten accepted contributions, or on 2027-09-19, whichever comes first.
A maintainer also carries ratification lines for humans without an account (RATIFY.md, path 3) and is named as witness on them.
